The Large Development Area Letňany–Kbely is a long-overlooked greenfield with a significant proportion of municipal and state-owned land and a unique transport connection to the rest of the city.

Prague is planning to build a modern and sustainable city district near the Letňany metro station. This district aims to be eco-friendly, self-sufficient in various aspects, and responsive to the needs of the city's residents. Additionally, it will have a positive impact on its surroundings. IPR Prague is currently preparing an urban study to define the specific requirements for the form of the new district. The proposal already envisions the creation of a district with short distances and the implementation of innovative approaches, including the potential for a circular district. The new Letňany-Kbely district will provide both existing and future residents with new recreational opportunities and address the shortage of essential public amenities in the area.

Local residents, who possess an in-depth understanding of the area, actively contribute to the development of the urban study. During the spring of 2023, they had the opportunity to express their perspectives on the values, challenges, and potential of the area to the IPR Prague team. For additional details on participation, please refer to the "How to get involved" section below.

Timeline of the project

05/2023 - urban walks and debates

Guided urban walks with architects exploring the history of the area, along with public debates on sustainable urban development possibilities. 

06/2023 – 1st participation round

Community planning with the public regarding development opportunities in the area. 

10/2023 – 2nd participation round

Community planning aimed at providing feedback on a preliminary draft of the urban study for the Large Development Area. 

2024 – public consultation

The Prague City Hall, Department of Spatial Development, conducts public consultations on the finalized urban study with the public, stakeholders, neighboring city districts, city institutions, etc. and addresses comments. 

2024 – finalization of the urban study

Approval of the finalized urban study and the commencement of subsequent project preparation.

Urban Study - Preliminary Draft

We present a preliminary draft of the urban study for the Large Development Area Letňany-Kbely, crafted by architects from IPR Prague. The public will have the opportunity to review the draft study in person and provide feedback during the autumn phase of participation. Specific dates and information on how to participate can be found in the section below. The urban study serves as the foundation for the future development of the area.

How have you helped us already?

In May and June 2023, we hosted a series of events in Letňany, Kbely, and Prosek, where we gathered your suggestions and proposals. You had the opportunity to engage with us through information panels, urban walks, debates and community planning sessions. Explore the outcomes of the community planning process:

Detailed description of the project

The planned new district in Prague aims to achieve complete sustainability and energy self-sufficiency. The project's main principle revolves around carbon neutrality, both in the construction and operation of the district, with the goal of balancing its energy production and consumption from external sources, ultimately resulting in zero carbon dioxide impact on the environment.

The project team intends to leverage current smart grid technology and other advanced waste management technologies, coupled with the establishment of its own energy sources. The focus is on incorporating grey/green/blue infrastructure and promoting low-emission transport, with an emphasis on public transport and shared mobility. The planned city district aligns with the conceptual development of the city, emphasizing sustainable planning and phased development of the area.

The New Letňany-Kbely aspires to be inclusive and non-elite, utilizing innovative approaches to foster shared principles of public space consumption, community activities, cultural development, and communication between residents and businesses. The project also plans to integrate the district harmoniously into the landscape and environment, promoting the growth of new animal and plant forms and cultivating a sustainable, mutually beneficial relationship between nature and humans.

Planned projects

The analysed area includes numerous land parcels in proximity to existing developments and open countryside, all under development pressure. The purpose of this section of the analysis is to emphasize the necessity for careful coordination of individual developments to prevent overall instability in the area.

Anthropological survey

The document provides a description of the area from the perspective of the general public and individual stakeholders in the surrounding city districts. The data is derived from anthropological research conducted in June and July 2022, involving field interviews and mapping of key actors.
