Step 07 – Design Concept Development
7.1 Description and objective
In the next step, you and the author will present the proposal to the stakeholders and the public to gather feedback. However, key stakeholders may already be involved in refining the draft at this stage, especially if the author is uncertain about their positions. For example, the author may request consultations with heritage authorities, the Technical Road Administration, partners from the City Hall, or ministries responsible for funding decisions, and directly incorporate their requirements into the proposal.
7.2 Responsible persons
- Author of the design concept (e.g., the selected architectural studio)
- Participation Coordinator / Participatory Planning Specialist – assisting the author with participation
- Public authority commissioning the project (= investor)
- Key stakeholders and partners who should be involved in developing the draft (e.g., through a working group)
7.3 Consultation (as needed)
- City district Mayor’s Office
- IPR (relevant office/section) – review of individual drafts
- City of Prague departments (relevant offices and individuals)
- City of Prague organizations (relevant offices and individuals)
- Custodians (city district, City of Prague)
- Property owners
- Key local institutions
- Other relevant parties (developers, state organizations, etc.)
7.4 Activities for success
A. Workshop or consultation with stakeholders
If the drafting process reveals the need to discuss specific aspects with stakeholders, organize a workshop or consultation. It is always better to verify and refine the proposal early, preventing the need for major changes in the next step.
7.5 Outputs
Outputs may vary depending on the project. Recommended:

Urban study, concept, plan, strategy, program, etc.
7.6 Timeframe
Creation of the draft can be time-intensive. For example, a draft design concept for revitalizing a square or a brownfield may take several months. Allocate sufficient time to ensure a high-quality and well-considered proposal.
7.7 Keep in mind
Set up regular check-in meetings with the author to review the draft's progress. After each meeting, assess whether further consultation with key stakeholders is needed before public release.
7.8 Communication
Communication objective:
Informing about the expected completion of the design concept proposal (especially in case of delays).
Communicate:
→ Inform the public about the outcomes of individual events (e.g. neighbourhood festival).
→ Share with the public the results of the analysis of needs.
→ Explain the timeline of events. Illustrate where you are in the process and what are the next steps.
Communication tools:
Utilize all communication channels of the city district: website, social media, city district newsletter, Prague media, flyers, posters, etc. Engage local stakeholders, especially local “ambassadors”, to utilize their communication channels as well.
7.9 Parallel steps
Step 7 should be carried out independently, but it may partially overlap with Step 8 when consulting key stakeholders.
