The action plan marks the culmination of the participatory process with key stakeholders – those who invest in, decide on, and approve the project. In this phase, workshops or individual meetings are used to define all key steps, documentation, and investment processes necessary for successful project implementation. At the same time, a plan for the project’s long-term care and maintenance is established.

11.1 Description and objective

The action plan builds on the process plan and translates it into concrete actions. It is a detailed timeline that outlines implementation phases, defines objectives, assigns responsibilities, identifies stakeholders, and sets the budget. If an external provider is needed, the action plan also includes the basis for their selection. The goal is to ensure smooth, efficient project implementation that aligns with the objectives and outcomes defined through the participatory process.

11.2 Responsible persons

11.4 Activities for success

 

A. Review existing documents

Use lessons and insights from previous projects! Examine existing action plans from similar projects in your district or elsewhere, focusing on steps and timelines. Compare planned activities with actual outcomes using monitoring or final reports – note delays, unforeseen obstacles, excessive costs, missing materials, lacking experience, unclear documentation, or other lessons learned.

B. Consult the action plan with stakeholders

Organize a half-day workshop with stakeholders responsible for project implementation. Present the basic outline of the final proposal. (Tip: Share the document at least a week in advance so participants can review it and prepare comments.) Develop the initial draft of the action plan during the workshop. This is an ideal opportunity for stakeholders to clarify timelines, highlight potential risks, and propose adjustments.

Each implementation phase should be:

  • Clearly described – goals must be explicit and unambiguous.
  • Achievable – each phase should have a defined goal and output.
  • Relevant – necessary for the project’s success.
  • Time-bound – feasible within the project duration.
  • Measurable – progress and completion can be assessed.

C. Develop the action plan (implementation roadmap)

Prepare a detailed action plan based on the workshop outcomes and circulate it for stakeholder feedback.

D. Finalize the project design proposal with the approved action plan

Prepare the final project proposal, including the agreed action plan, for submission to the City District Council and the Prague City Council for approval.

E. Approval of the action plan

Both councils approve the action plan, including financing and other key steps required for successful implementation.

→ Facilitate dialogue between users and the contractor. 

→ Address any complaints before they escalate into crisis.
