The design expert, responsible for the final output of the planning process (the design concept - e.g. Strategic plan, Revitalization concept for a square), will formulate an initial draft - proposal based on expert studies (Activity 3) and analysis of needs (Activity 6).

7.1 Description and objective

During the following phase - Activity 8 (Design Concept Proposal Consultation), the design expert will showcase the proposal to obtain feedback from stakeholders. However,  in the course of Activity 7, they may already involve stakeholders in the development of the design concept, especially in areas where uncertainties exist regarding their reactions or attitudes. For instance, involving the conservation officer, the Police, partners from the City of Prague or ministries responsible for subsidies, in formulating the proposal.

7.2 Responsible person(s)

  • Planning Coordinator of the City District
  • Public authority commissioning the project  (e.g. Investment Department, Environmental Department, Social Department - depending on the project type)
  • Stakeholders and partners involved in the design process, potentially forming a working group
  • Design expert responsible for the project output (e.g. Planning Department or external contractor)

7.3 Who to consult

  • City District Mayor's Office
  • IPR (relevant office/section) - for review of individual proposals (consultation)
  • IPR Participation Office - for support in planning and implementing individual projects (consultation)
  • City of Prague Departments (relevant offices and persons according to the nature of the project for consultation)
  • City of Prague Organisations (relevant offices and persons according to the nature of the project for consultation)
  • Administrators (city district, City of Prague)
  • Owners
  • Key local institutions
  • Others as appropriate (developers, government organizations, etc.)

7.4 Activities for success

  • Workshop with stakeholders (co-designing the proposal)

7.5 Outputs

Examples of outputs for inspiration; not all are mandatory:

  • Output 7A: Proposed document (study/concept/plan/policy/programme, etc.)

7.6 Timeframe

The development of a proposal can be time-consuming; for instance, the revitalization of a square or housing estate may span several months. It is advisable to allocate sufficient time for proposal development to ensure the quality of the final product

7.7 Keep in mind

Closely monitor the progress of the design expert as they advance in developing the proposal. Schedule regular review days/meetings with them to assess the progress made. Based on these review sessions, determine whether there is a need for consultations with stakeholders before the public release of the proposal.

7.8 Communication

 

Communication objective: 

Informing about the expected completion of the design concept proposal (especially in case of delays). 

Communicate: 

→ Inform the public about the outcomes of individual events (e.g. neighbourhood festival).

→ Share with the public the results of the analysis of needs. 

→ Explain the timeline of events. Illustrate where you are in the process and what are the next steps. 

Communication tools:

Utilize all communication channels of the city district: website, social media, city district newsletter, Prague media, flyers, posters, etc. Engage local stakeholders, especially local “ambassadors”, to utilize their communication channels as well. 

7.9 Parallel steps

While Activity 7 should generally be independent, there might be some overlap with Activity 8, especially concerning consultations with stakeholders (refer to the introduction to Activity 7).
