Whistleblowing - filing a report
In accordance with Act No. 171/2023 Coll., on the protection of whistleblowers, an internal whistleblowing system has been put in place at IPR Prague. Through this system, you can securely send us reports of suspected wrongdoing. All reports are dealt with by authorized persons in our organization. Information sent via the internal reporting system is completely secure, and so there is no risk of retaliation.
Legal regulation
The protection of whistleblowers is regulated by Act No. 171/2023 Coll., on the protection of whistleblowers (hereinafter the “Whistleblower Protection Act”), in accordance with Directive (EU) 2019/1937 of the European Parliament and of the Council of 23 October 2019 on the protection of persons who report breaches of Union law, and Act No. 172/2023 Coll., amending certain laws in connection with the adoption of the Whistleblower Protection Act.
The obliged person is the Prague Institute of Planning and Development, hereinafter “IPR Prague”).
A whistleblower may be any natural person who has obtained information about possible wrongdoing in the course of their work or other similar activity. Specifically, whistleblowers may be employees of IPR Prague, contractors of IPR Prague and their employees, and bidders for a public contract.
Content of a report
The content of a report may be information about possible wrongdoing that
- has the elements of a crime,
- has the characteristics of an offense for which the Whistleblower Protection Act provides for a fine of at least CZK 100,000,
- violates the Whistleblower Protection Act,
- violates another legal regulation or a regulation of the European Union in the areas defined in Section 2(1)(d) of the Whistleblower Protection Act, e.g. in the field of public procurement and competition, in the field of the environment.
Submission of a report
A report can be submitted through the internal reporting system (hereinafter the “IRS”) established by IPR Prague, or through an external reporting system operated by the Ministry of Justice. Reports can be submitted through the IRS:
- by using the DLIB (Don’t Let It Be) tool available at: https://www.nntb.cz/c/iprpraha.
This tool allows you to submit a report in writing or verbally by recording a voice message.
- In paper form to the IPR Prague mailroom at the following address:

- At the request of the notifier and in person (within a reasonable period of up to 30 days) at IPR Prague in Building C, Office No. 406.
